The National Action Plan for Improving the Situation of Children and Protection of Their Rights for 2017–2021 was approved

In its resolution No. 710 dated 22 September 2017 (RUS), the Council of Ministers of the Republic of Belarus approved the National Action Plan for Improving the Situation of Children and Protection of Their Rights for 2017–2021.

This Plan aims at implementation by the Republic of Belarus of the provisions of the United Nations Convention on the Rights of the Child, the creation of conditions for protection of the rights and legal interests of children and conditions for free and active involvement of children and young people in political, social, economic and cultural development t of the state and the society.

The goal of the National Plan is to ensure legal, organizational ad institutional conditions for improving the situation of children in the Republic of Belarus as well as the mechanisms needed for the implementation and protection of their rights.

Thus Plan will facilitate the solution of the following tasks:

  • Enhancing legal protection of childhood and developing legal culture in the society;
  • Implementing the protection of motherhood and childhood;
  • Improving the mechanism of implementation of the rights of children to social protection and inclusion;
  • Ensuring the protection of health of children, life safety and promoting their healthy lifestyle;
  • Systemic prevention of information harmful for health and moral and spiritual development of children;
  • Implementing international cooperation for the sake of the rights of children;
  • Implementing the right of children to: early childhood development; quality education; live and be educated in the family environment (support of the family and prevention of social orphanage); protection against violence, threat of trafficking and exploitation; to have access to equitable justice (prevention of juvenile delinquency); to take part in making the decisions concerning their interests.

The National Commission on the Rights of Children is the coordinator of activities aimed at implementing the National Plan.

The National Plan includes 103 activities. These activities should be implemented by the national state government authorities and the local executive and administrative authorities engaging civil associations and financial and technical capacities of international organizations. To this end, the local executive and administrative authorities will develop annual regional plans on the implementation of activities of the National Plan.

The activities of the National Plan will be funded using the resources allocated, according to the specified procedure, to the state government authorities and the local executive and administrative authorities from the national and local budgets as well as from other sources not prohibited by the legislation.

The Ministry of education is empowered to exercise coordination and control over the implementation of the National Plan, ensure the review of the implementation of the National Plan at the meetings of the National Commission on the Rights of Children, and submit annual reports on the implementation of the National Plan to the Council of Ministers of the Republic of Belarus by 20 March of the year following the year of reporting.

The organizations implementing the National Plan shall submit annual reports to the Ministry of Education on the implementation of the National Plan by 1 March of the year following the year of reporting.
