Administrative assistant (short term) in Belarus

Background and Justification:
Belarus is leading in planning and committing to nationalize SDG strategies, with the country providing a voluntary report in June 2017. At the same time, Belarus established a national SDG coordinator and facilitated with the UN a MAPS mission (November 2017) which is supporting the country in establishing a solid strategy for harmonizing SDGs into the country’s programmes.
In this context, Belarus will be holding the first “Regional SDG Coordination Leaders Forum (21-22 February 2018),” which will be for member states at a high political level to share strategies on applying SDGs and developing effective country responses to advance responses for achievement of SDG goals by 2030.
The UN agencies will be actively participating in this forum with representation at the highest level, and focus on the forum’s results will be critical for Belarus in promoting its strategies. In this context, it is critical for UNICEF to have action participation in the forum to ensure that children’s perspectives are raised at the highest level.
In this context, UNICEF plans to have technical expertise in the main sessions as well as to conduct two, 90-minute side meetings on child rights issues and SDGs.
Given the short timeframe planned for this work, UNICEF it looking to have a consultant that will provide logistical and administrative support for the planning, implementation and reporting of UNICEF’s work in the Forum.
The consultancy will focus on providing all logistical and administrative support for UNICEF’s implementation of the two side meetings as well planning and support for UNICEF colleagues coming to provide technical expertise.
Coordinating with the Deputy Representative and relevant Programme Officers, the consultant will be responsible for:
Payment will be conducted in a lumpsum as the activities for the logistical support will develop over the period of the contract.
Supervision, Work Relations & Oversight
The supervisor for this consultancy will be the Deputy Representative, with inputs from the Monitoring and Evaluation Specialist as well as other involved programme officers.
If UNICEF determines that the Contractor needs to travel in order to perform his or her assignment, that travel shall be specified in the contract and the Contractor’s travel costs shall be set out in the contract: In cases where travel costs have not been set out in the individual contract, the consultant and individual contractors are expected to submit, within ten days of completion of a specific travel, a voucher for reimbursement of travel expenses to the Operations section. Reimbursements shall only be processed if travel was duly authorized in the individual contract or by an authorized manager of the contracting section, in writing and prior to the travel. Consultants and individual contractors are responsible for assuming costs for obtaining visas and travel insurance.
Payment will be made as one lumpsum at the end of the contract.

Payment of fees to the Contractor under this contractor, including each installment or periodic payment (if any), is subject to the Contractor’s full and complete performance of his or her obligations under this contract with regard to such payment to UNICEF’s satisfaction, and UNICEF’s certification to that effect.
UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines. All materials developed will remain the copyright of UNICEF and that UNICEF will be free to adapt and modify them in the future. This ToR is an integral part of the contract (SSA) signed with the consultant.
