National Consultant in Communication for Social Change

UNICEF in Belarus is looking for a National Consultant in Communication for Social Change. The Consultant will be accountable for collecting information and assisting with formulation, execution, and establishing a monitoring and evaluation framework of a communication for social change/ C4D strategy and plan of action in support of programme activities.


The purpose of the consultancy is to:

  • Assist with developing a communication for social change strategy to promote social, political and economic action and changes in behaviours, social attitudes, beliefs and actions by communities, individuals and society on the office’s three priority cross-sectoral issues related to children's rights in Belarus, as outlined above;
  • Assist with conducting additional research (such as focus groups), drafting TORs and implementing a range of C4D initiatives, including monitoring development of products outlined in the action plans;
  • Assist with setting up a monitoring and evaluation mechanism to track progress and measure efficiency of the interventions.



University degree in one of the following fields: social/behavioural sciences (Sociology, Anthropology, Psychology), International development, Strategic communication or other related disciplines with emphasis on participatory communication, communication with communities, communication planning, social mobilization, participatory research or impact evaluation of communication interventions.

 Work Experience

 At least 2 years of relevant professional work experience at the national or sub-national levels in the implementation, planning and management of communication or social development programmes.

 Language Proficiency

 Fluency in English and Russian, a good working knowledge of Belarusian.
